This refers to the situational report relative to the effects of Typhoon “Odette” in MIMAROPA as of 8 February 2022.

I. SITUATION OVERVIEW

The Field Office MIMAROPA is currently monitoring the Province of Palawan where there are still 2 open evacuation centers out of the 613 that were previously activated. These open ECs are still catering to 102 families’ equivalent to 409 individuals whose houses are totally destroyed due to STY “Odette”.

Consequently, the provision of psychosocial intervention is still ongoing along with monitoring of protocols in the management of Camps and Internally Displaced Persons protection.

II. STATUS OF AFFECTED AREAS AND POPULATION

119,423 Families or 395,422 individuals from 376 barangays were affected during the onslaught of Typhoon “Odette”.  Changes in the figures of affected areas and population is due to the ongoing finalization of the Post Disaster Needs Assessment (PDNA).

III. STATUS OF DISPLACED POPULATION

65,649 families or 276,712 individuals were displaced due to the effects of Typhoon “ODETTE”. Changes in number are due to duplication and/or ongoing finalization of PDNA results. This field office is working closely with the PDRRMO in Palawan to finalize the total number of affected families based on the final report submitted by the LGUs.

  • Inside Evacuation Centers

Out of the 55,086 families or 237,608 individuals displaced, 102 families’ equivalent to 409 individuals are still in the 2 activated evacuation centers in Puerto Princesa City and Kalayaan. These evacuees are using the said ECs as temporary shelters while they are completing the repair and reconstruction of their houses.  Others are still waiting for housing assistance from the National Government.

  • Outside Evacuation Centers

During the onset of typhoon Odette, 9,573 families or 35,140 individuals took temporary shelter to their relatives in response to Super Typhoon “Odette” in the Province of Palawan. These families/individuals already returned to their houses.

IV. PROFILE OF DISPLACED POPULATION IN EVACUATION CENTERS

As of this reporting time, a total number of 155 Barangays equivalent to 204 ECs in Puerto Princesa City, Municipalities of Roxas, Cagayancillo, San Vicente, and Taytay, Palawan have already submitted the disaggregated data with a sectoral profile of the displaced populace caused by Typhoon Odette.

A total of 45,599 families that were listed rendered pre-emptive and forced evacuation.  From this, 22,118 were accounted as male, and 23,481 were female.  Likewise, a total of 25,473 were recorded based on the age category: 10,949 children, 671 adults, and 13,853 listed as under the Older Person sector/category.  In the social class category, there were 1,574 individuals belonging to vulnerable sectors or sectors with special needs.  Out of which 903 were recorded as PWDs, 27 Solo Parents, 573 Pregnant and Lactating Women, and 42 Indigenous People while the remaining 29 are family partners or members of Pantawid Pamilyang Pilipino Program (4Ps) of the department summing up to a total of 8 sectors.

As of this reporting time, out of the 22 affected city/municipalities, only 1 city and 4 municipalities have submitted the disaggregated data. Contributory factors regarding this variable are stated on the identified gaps, challenges, and actions are taken–see Item No. VIII.

V. DAMAGED HOUSES

Out of the 89,838 reported damaged houses in MIMAROPA Region, a total of 89,836 houses were from the Province of Palawan. This is composed of 15,477 Totally Damaged Houses and 74,359 Partially Damaged Houses.

VI. COST OF HUMANITARIAN ASSISTANCE

A total of Php 528,513,719.39 were allocated by all key players and stakeholders during disaster response operations through different disaster response programs and services intended for the families/individuals affected due to occurrence of STY “Odette”. The Department through the SWADT Offices already distributed a total of Php 331,478,663.00 whilethe P/C/M/BLGUs also provided relief assistance to affected families in their area of responsibility amounting to Php 122,109,274.04. The remaining Php 74,925,809.35 was a contribution from the Office of Civil Defense, Department of the Interior and Local Government, Department of Health, and Non-Government Organizations.

VII. UPDATES ON RESPONSE ACTIONS AND INTERVENTIONS

  • Status of Funds

As of December 31, 2021, the region was able to utilize an amount of Php29,618,773.80 from the Standby Funds used for typhoon Odette responses. Consequently, a request for replenishment amounting to Php 5,000,000.00 is being prepared for submission to the Central Office.

In addition, this region is still waiting for the approval of the requested fund intended for the implementation of Cash for Work amounting to Php 134,792,800.

  • Food and Non-Food Items

A total of Php16,830,255.50 worth of Non-Food Items were distributed in Palawan. Likewise, financial assistance was given to 53,158 amounting to Php265,678,000.00.  Five Thousand Pesos (P5,000.00) each for the 53,156 families affected by typhoon Odette and P10,000.00 each as burial assistance for the two families whose family members died during the onslaught of typhoon Odette.

The National Resource Logistic Management Bureau (NRLMB) also expressed their support to the affected populace of the MIMAROPA Region through the augmentation of 90,000 FFPs equivalent to 66,442,500.00.  To date, a total of 47,985 FFPs have already been delivered to Palawan.

The Regional Office through the DRMD also commits to continuously provide relief augmentation to the municipalities with request.  

  • Camp Coordination and Camp Management and Internally Displaced Person Protection

To date, the task to regularly monitor the existing open Evacuation Centers, including the protection of all the IDPs, is left to the management of the C/MSWDOs after the regional staff had their exit meeting and delivered technical assistance based on their observations and findings from the actual visits they conducted.  This region will plan to schedule follow-through activities to strengthen the capacity of the LGUs pertaining to CCCM and IDP Protection.
